Design Office of Municipal Engineering (BPBK S.A.) performs for GDDKiA Branch in Olsztyn [General Directorate for National Roads and Motorways] a Technical, Economic and Environmental Study, Stage II, together with materials to the environmental decision for a construction investment of national road No. 51 on the section Spręcowo – Olsztyn having a length of about 10 km.
The scope of the study covers section DK 51 from the end of the new ring road of Spręcewo (km 76+927) to the city limit of Olsztyn (km 83+184) and further in the city of Olsztyn the route of Al. Wojska Polskiego Street from the city limit to the intersection with Sybiraków Street (inclusive) (km 86+140).
Today’s run of national road No. 51 on the section of Spręcowo – Olsztyn does not meet the standards for national roads, especially when it comes to road traffic safety level (passages of through traffic roads through small towns and localities) and standards of accessibility to the road.
The study constitutes a further analysis of the variants of national road No. 51 on the section Spręcowo - Olsztyn indicated at stage I of the study, allowing for environmental conditions and an indication of the least colliding corridor.
The planned road is located in the area of the municipality of Dywity and the city of Olsztyn, within the run of national road No. 51, located in the poviat of Olsztyn, in the central part of the Warmińsko – Mazurskie Voivodeship.
As a result of the reference following stage I of the study and following informative meetings for local communities and also as a result of the decision by GDDKiA and RDOŚ, three variants of the run of the planned road were assumed for further analyses (0, A, B1). In variant A the new road in its run goes around the locality of Dywity from the east side. In variant B1 the new road runs mostly in relation to the existing DK51 [national road], and runs in urbanized areas. Given the adjustment of new roads to set parameters for classes G and GP, it will be necessary to have numerous new bridges: in variant A ten bridges, and in variant B1 eleven bridges.
In the construction programme of the new run of National Road No. 51 planning, design and investment actions have been assumed aiming to:
eliminate through traffic from the basic street system of localities, upgrade the safety level on the analysed road sections, upgrade the functioning of the national road, district roads and their connections with local systems as local systems of collective roads and streets, to efficiently and effectively connect the planned north - east ring road of Olsztyn with the planned road system.
The purpose of the investment is to adjust the route to European requirements and to eliminate hazards to the environment, as well as to upgrade the comfort and safety of both drivers travelling by national road No. 51 and the residents in the surrounding area of the road.
Vehicles travelling through will shorten their travel time considerably, the travelling comfort will go up, and also safety will increase considerably (the social cost of road incidents will decrease). Large vehicles will stop having difficulty travelling on roads whose geometric parameters will be normative.
The residents of Dywity will benefit from reduction of strains such as noise, vibrations and exhaust fumes. Removing through traffic from localities will increase the safety of unprotected street users.
